NY Governor Wants to Create a Green Bank to Encourage Private Investment

New York Gov. Andrew Cuomo is proposing to create a "Green Bank" to spur private investment in clean energy projects.

He said his proposal would encourage more private market activity in clean energy, create jobs, and reduce consumer prices for renewable and energy efficient energy sources.

How much taxpayer money would be used to subsidize this "private investment"?

I assume that if the mayor is involved, then the state government will be involved and therefore a lot of tax payers money will be used to support the green bank idea.
